二、        项目简介

龙溪古镇位于湖南省新晃县城西北龙溪河与舞水河交汇处，地当黔楚走廊要道。龙溪古镇的兴起，始于明末清初时期，至乾隆年间市场初具规模，道光年间逐渐趋向繁荣。随着商品经济的发展，外地经商者纷至沓来，临水架楼，开店兴业。为了方便停泊船只、装卸货物，濒水修建四座码头（大码头、沅州码头、水码头、万寿宫码头）。市场交易规模日益扩大，到同治年间已发展成为人间稠密、喧哗热闹的集镇，成为晃州（新晃旧称晃州）政治、经济、文化中心，所以外地人谈新晃，常以龙溪概之。龙溪口因其优越的区位优势和便利的水上交通，成为川东、黔东的物资周转站。抗战时期，龙溪口万商云集，市场达到空前繁荣，是沅江上游著名的三大商埠之一。古镇现成建筑整体布局缜密，工艺精湛，格调清新，充分体现了天人合一的儒学思想和融通吐纳的民族特点，历史文化积淀深厚，有较高的研究价值和经济价值。

三、        建设规模

1、恢复古镇建筑原貌，成片开发仿古建筑。

2、灶王宫、商贤世地、公和美、便水战役指挥纪念馆、义和祥、三拱桥、五通庙、楚汉宫、橡胶坝、广场、停车场、码头等。整个项目以文化传承为基础，实现历史、文化、经济有机结合，按照国家4A景区标准建设。

项目现已完成调查、收集、整理、立项、规划等前期工作。2006年县政府已出台了对龙溪口古镇保护开发的优惠政策和管理办法的文件。

Tourism project development of ancient town Longxi

Brief introduction:

Lying in the northwest of Xinhuang, Hunan province, Longxi is a place where two rivers meet--Longxi river and Wushui river. It is a thoroughfare between Guizhou province and Hunan province. The rise of Longxi began from the late Ming and early Qing period, until the period of Qianlong the market had formed to an extent and became prosperous in Daoguang period. As the development of commodity economy, numbers of mobile merchant came here. They built bridges along the river and opening stores. They built four quays (big quay; yuanzhou quay; water quay and wanshougong quay) for the convenience of anchorage and dispatch goods. As the enlargement of trade market, Longxi had become the centre of politics, economy and culture of Huangzhou for its numerous people and prosperous market during Tongzhi period. When people talked about Xinhuang, they often called Longxikou in stead of Xinhuang. Thereupon, Longxikou became the goods turnover station of east Sichuan and west Guizhou for its excellent location advantage and convenient water traffic.

During the Chinese Anti-Japanese Aggressive War, the market reached economic prosperous, which was one of the three famous commodity quays in upper reaches of yuan river. The buildings in the town with deep historical cultures accumulation are accurately designed, consummately skilled, classy and harmony in arrangement, which are fully embody the national characteristics of Confucianism-the balance of heaven and man, and have high values on research and economy.

The development of project：

The project has concluded the preparatory work of investigation, collection, regulation, project establishment and program. In 2006, the government of county had made the Preferential Policies of protecting, developing and management measures to Longxikou.
