原新晃卷烟厂厂系国家烟草专卖局直属企业，2004年根据国家产业结构调整政策要求对该厂实施关闭。该厂位于新晃县城南，基础设施齐全，主厂区占地面积81907㎡，其中建筑物总面积26413㎡。专用变压器容量700千伏安，有自来水和自提水两套供水设施，生产车间装有中央空调，以上设施保存完好。企业关闭时，经湖南怀化方兴会计师事务所评估，评估值为3395万元。为了提高国有资产利用率，促进地方工业发展，现由新晃侗族自治县人民政府对外招商，寻求投资商对原新晃烟厂进行转产投资开发。

四、产业意向及要求

1、产业导向：食品工业、轻纺工业、光机电一体化、新材料技术、生物医药工程。

2、投资要求：项目投资额应在3000万元以上人民币。

五、合作方式

1、一次性整体出让。参考评估值，双方协定价格后，由投资商一次性购买取得法律规定年限的使用权；

2、长期租用。实行先零租金租用，一定年限后，再实行有偿租赁使用；

3、折价入股合作开发。新晃侗族自治县人民政府对折价入股的部分拥有股权并承担有限责任。

The original cigarette factory is the National Tobacco Monopoly bureau subordinates the enterprise, according to the country industry restructuring policy, this factory was closed in 2004. This factory is located at the south of county, the infrastructure is complete, Main factory district area is 81907 square meters, building total area is 26413 square meters. Special-purpose transformer capacity is 700 kilovolt amperes, there are the running water and from draws water two set of water facilities, the Production workshop is loaded with the central air conditioning. The above facilities are complete. When the enterprise is closed, after the FangXing Accounting firm in Huaihua appraisal, the evaluation value is 33,950,000 Yuan. After this factory policy-type reason closure, all properties are purchased by the people's government whole. In order to raise the state asset use factor, promotes the local industry economic development, presently by Xinhuang the Dong minority autonomous county people's government attracting foreign investment, and seeking the investor to carry on to the original cigarette factory produces a different product the investment development.

 Industrial intention and request:

1.   Industrial guidance: Food industry, light textile industry, light integration of machinery, new material technology, biological medicine project

2.  Investment request: The project investment should in 30,000,000 Yuan above RMB or the same value foreign currency.

Cooperation:

1.  The disposable whole sell.  Reference evaluation value, after both sides price negotiated, obtains the legal rule age limit by the investor disposable purchase the right of use;

2.  Rent for a long time. At first, we can implement no rent to lease, and with rent after certain age limit.

3. Give a discount to buy stock the cooperation development. The people's government gives a discount the part which buys stock to have the stockholder's rights and to undertake the limited liability.
